These funds are being deposited into an account being managed by a blind vendor with the Tennessee Business Enterprises Program who operates the inmate commissary as a sole proprietor. The County has no responsibility for these funds or the day-to-day management of the commissary.

Commissary Services
Commissary services for the Sevier County Jail are provided by Tennessee Business Enterprises Stand 552. Tennessee Business Enterprises (TBE) is a state run program set up under the Tn Department of Human Services per TCA 71.4.501-509 which gives priority to the blind and visually disabled when bidding on vending, food prep / counter/ welcome centers, and jail commissaries at the state, county, and local level. The visually disabled manager for the Sevier Commissary is Eric Breeden. He has had the contract for commissary services since May 10, 2010.
Commissary Services at the Sevier County Jail include All inmate funds handling, kiosks in each pod that allow access to a law library, grievance and request system for jail administration, public defenders office, medical, and in house food services and indigent services, PREA reporting and education, commissary reporting and transaction records. Video visitation and Deposit kiosks in the lobby at the main jail and at the minimum Security Annex are also provided by TBE. Upcoming plans include Video visitation upgrade at the Annex, and phone services.
How does the commissary work?
When an inmate is booked into the Sevier County Jail, any cash on his person that is not seized is deposited into his inmate account. The inmate is then able to order commissary products on Friday and Saturday which are then delivered to the inmate in the jail by TBE 552 employees and the operating manager. People on the outside are able to add money to the inmate’s account by 3 methods:
1.) Lobby deposit kiosks.
There are both cash and credit options to choose from on main screen. Once an option is chosen the screen will move to a section where the person depositing money will either agree to the charge to deposit the money or exit out. If they agree to move on then they will choose the last letter of the inmates name. A list of inmates will appear and you scroll through to your inmate. Touch screen and move to section where you fill out your information. It asks for a name and a zip code, also for a cell phone number so a receipt can be texted to your phone. Then it will ask you how much you wish to deposit; then you will add cash and hit complete, the kiosk will move to the print screen, hit print which will print a receipt with a confirmation number on it and then you are finish.
2. Money orders
Money orders and cashiers checks only can be mailed to SC Inmate Fund PO Box 4068 Sevierville, TN. 37864. the money order should be made out to the inmate fund with the inmates name appearing in the memo line. Please do not forget to write the inmates name on the memo line so the money can be deposited to the correct account. This box is checked twice a week.
3. Deposits for text, media, email, and phone accounts.(CTC)
Money can be deposited in person at both facilities, on the websitehttps://www.commissarydeposit.com/ or over the phone at (318) 746-1114.All deposits over the internet or phone are made by credit or debit card only and subject to credit card fees determined by the company.

When an inmate is released, how do they receive any funds left?
Funds remaining on an inmates account are available 2 ways:
4. If an inmate is transferred to any other facility(county, state or federal) a release form must be filled out which is available from booking officers. An address must be provided so a check can be cut and sent to the inmate. All checks are written to the inmate only, no checks can be written to family members.
5. If an inmate is being released from the facility and not by transfer, a debit card will be made with the remaining funds on their account. Should an inmate be released after making an order and before delivery, the order will be refunded and a debit card may be picked up at the main jail office on Wednesday after 8:00 am. This will ensure that all funds have been returned and all outstanding fees have been paid.
Inmate Funds cannot be released until the inmate is released or transferred to another facility.
6. Indigent inmates
Any inmate booked into the Sevier County Jail will begin the indigent process 8 days after booking, this allows time for booking and posting bond. A list of all new inmates is sent to commissary which will check to see if the inmate has received funds. If the inmate has not, then this inmate will start the indigent process. A 2 week kit is provided within 8 days of booking containing soap, shampoo, paper, stamped envelopes and a pen. This allows the inmate to be able to contact family and lawyers. If the inmate is still indigent on the following delivery day, they will receive a 3 week kit which contains a large bottle of shampoo, two bars of soap, deodorant and more paper and envelopes. Then the inmate will receive a kit every 30 days thereafter containing enough hygiene products for a month.
It is the responsibility of the inmate to order their kit after their initial 3 week is brought to them. They can keep track of this on the kiosk in their pods.
All incoming inmates are issued a intake kit at booking which contains hygiene products, comb and toothbrush.

Do not forget to leave your name and a phone number. We are only in the office on Mondays and a few hours on Thursday, we will return your call as soon as possible.

Mail Guidelines
When sending mail to a inmate, please follow the instructions below.
- No Photographs of any kind.
- No colored pages, colored writing, inks, or crayon. No white out. White paper ONLY and blue or black ink only.
- No puzzle games.
- No stickers or glitter.
- No narcotics or other unidentifiable substances. These items will be turned over to the drug task force.
- No staples or removable.
- No books, booklets or magazines.
- No blank paper, blank cards, or blank envelopes.
- No stamps, glue, or tape.
- No Bible studies sent from home.
- No newspapers or newspaper clippings sent from home.
- No hard or soft plastics.
- No pornography.
- No tattoo flash or drawings of any type.
- No perfume or scented letter, lipstick, chap stick or lip balm.
- No Lamination(s)
- No inmate to inmate mail.
- No mail from other correctional facilities or rehabilitation facilities.
- No more than 8 pages per envelope.
- No greeting cards or post card of any type.
- No song lyrics or poems.
- No money, checks or money orders.
- No nicknames. Put the inmates full and correct name on the envelope. First and last name is acceptable.
- MUST HAVE COMPLETE RETURN ADDRESS WITH FIRST AND LAST NAME OF SENDER.
- The Sevier County Sheriff's Office reserves the right to reject any mail that it deems unacceptable or considered nuisance contraband.
